Same architecture, three scales. In every case the customer owns the infrastructure: cloud account, on-prem, or self-hosted. No multi-tenant SaaS exists.

Individual agency, no hub

Deploy one node, standalone. Open-source and free. The full feature stack on one agency's data. The agency can later join or stand up a hub without re-architecting.

Regional hub with member agencies

The hub customer buys the commercial hub. Each member agency runs an open-source node. Nodes ship data upward, the hub aggregates, and the hub optionally pushes selective data back down. This is the primary motion.

State DOT or federal program

The same architecture at larger scale. The state DOT or federal program operates the hub; sub-jurisdictions or regional agencies run nodes underneath, powering statewide reporting and multi-jurisdiction analytics.
